Moves this public repo's workflows from the ARC runners to ubuntu-26.04 GitHub-hosted runners, which are free for public repos.

  • The deploy job first runs on hosted after merge. Its Vault and Tailscale access goes through the shared vault-secrets action, which doesn't change.

Tailscale
No Tailscale steps change. Runners for public repos were already blocked from the LAN by a NetworkPolicy, so anything internal already went through the job's own Tailscale connection. Deploy jobs join through vault-secrets to read secrets, then leave before third-party code runs. CI jobs need nothing internal and stay off the tailnet.

Order
Merge this before the repo's ARC scale set is removed, or its jobs will queue with no runner.

Public repos get standard GitHub-hosted runners for free. Jobs that need
internal access already join the tailnet in their own steps, so they reach
the same services as they did from the ARC runners.
